The Forty-first Annual Encampment'of the Grand Army of. the Republic, Department of Minnesota, convened in the Auditorium at St. Paul, on the morning of June 12, 1907, and was called to order at 10 o'clock by Department Commander Levi Longfellow, of Minneapolis. The Commander: We expected to have some words of welcome from Governor Johnson at the opening of our Encampment, but as it is impossible for him to be present, we shall again have the pleasure of hearing from Mr. Rosing, who so ably represented the governor last year. I have the pleasure of introducing to you Hon. L. A. Rosing. (Applause.) ADDRESS OF WELCOME. Hon. L. A. Rosing, St. Paul. I come before you today to bring the chief executive's regrets. He believes in duty first, as you have always done, and in pleasure and personal honor afterwards. A meeting of the Board of Regents compelled his attendance this morning; hence I come to you by his authority, bringing the greetings of this great state. In the dome of the New Capitol there is a series of four pictures that tells the story of progress. The first picture is that of a young, vigorous man led into a new country, guided and encouraged by two women, typifying Hope and Progress. In the next picture this manly figure is opening up avenues for civilization, being all the time led by the two women. In the next picture fruitfulness is represented by a woman and her child, and by other female figures gathering corn and flowers.
